That might be a nappy. I quickly did a bit of research and both disposable and washable diapers are available for pets. Some are used for puppy training, but also for incontinence issues with aging or disabled pets. Just like with people, if you love them you are prepared to go the extra distance with them to meet their needs.

The little sweetie is on heat (see hashtag on photo) so it's to help contain any bleeding and to stop any amorous males doing their daring deeds on her. There are nappies for pets too including nappies for bird poop.
